On the mission to Azerbaijan and Kyrgyzstan of Givi Gavardashvili

September 29-October 6, 2008
On October 1-3 of 2008 I was invited to Bishkek (Kyrgyzstan) under the aegis of Association of
International Academy of Science to establish the International Centre
“Catastrophes, Risk and Prognosis” on the basis of the Institute of Water Management.
For the purpose of signing the
international agreement with the Institute of Water Management and
Azerbaijanean Scientific-Research Institute of Hydraulic Engineering and land
improvement, also with the purpose of cooperation of the two Institutes. On
September 29, 2008 in Baku
I met with Agamir Gashimov, Director of the Institute, Doctor of Agricultural
Sciences, Professor. According to our negotiations it was decided to work on
the contract of intercommunication which will be signed in a few weeks.
On October 1, 2008 in Bishkek I
had a meeting with Ms. Sharipa Zhorobekova, President of the National Academy
of Sciences of Kyrgyzstan.
The meeting was attended by Turad-beg Omoro Vice-President of the same
Academy. During the dialogue the question of cooperation of Georgia with Kyrgyzstan was set that was aimed
at the research of the water resources
and lake problems. On the same day, by the initiative of the President of the
Kyrgyzstan National Academy of Sciences, the working meeting was held with
Diushen Mamatkanov, Director of the Institute of Water Problems
and Hydropower Engineering of the Academy
of Sciences. During the
meeting it was decided to work on the water problems existing in these
countries.
On October 2, of 2008 I had
meetings with Murad Zhurinov, President of the National Academy of Sciences of
Kazakhstan, Academician, Samvel Arutinian, Chairman of the State Committee of
Sciences and Technics of Armenia, Doctor of Sciences in Physics and
Mathematics, Radik Martirosyan, President of Academy of Sciences of Armenia,
Academician, Sergei Chizhik, Chief Scientific - Secretary at the National
Academy of Sciences of Belarus, Arip Ismail-Zade, Academician-Secretary of
National Academy of Sciences of Azerbaijan, Vadim Logtev, Academician-Secretary
of National Academy of Sciences of Ukraine, Khursed Karimov, Vice-President of
the National Academy of Sciences of Tajikistan, Academician.
On October 3, 2008 we signed
the Agreement of Intercommunication between the Institute of Water Management
of Georgia and Azerbaijanean Scientific-Research Institute of Hydraulic Power
Engineering and Water Problems of the National Academy of Sciences of Kyrgyzstan. The main directions of the Agreement are:
1. Rational
usage and protection of water resources on mountainous territories;
2. Elaboration
of joint international projects;
3. Protection
of water resources against anthropogenic and natural catastrophes;
4. Creation
of cadastres for evaluating the hydro energetic potential with the purpose of
building of hydroelectric power station
5. Evaluation
of water balance changes of Tran boundary rivers;
6. Elaboration
of methodology for determining the power of thermal and mineral waters on
mountainous territories;
On
October 4, 2008 in the Scientific Research Institute of Hydro thechnics and
Melioration in Baku
we signed the Agreement of Intercommunication with the purpose of scientific
and practical relationships between the two Institutes.
The main directions of the Agreement are:
1. To
carry out fundamental and practical scientific-research works for with
participation of scientists from the both Institutes;
2. Special
attention is to be paid to the research of prognosis of national catastrophes
and the measures against them in South Caucasus;
3. Research
of channel processes including the dynamics of erosive-debris flows;
4. Exact
prognosis of flood, mudflow (torrent) landslide;
5. Research
of security of hydromeliorative and water management objects;
The plans for the preparation
of mutual international grants were formulated, which were elaborated under the
aegis of European Union and NATO;
